I don't know if this will be any help but a couple of years ago I lost FTP access to my website following an XP hotfix. Uninstalling the hotfix cured the problem, but it wasn't ideal.
To cut a long story short, upgrading the firmware on my Netgear D834G router sorted the problem out (made it compatible with whatever the hotfix was).
I'm just wondering if this might be the same issue? If so, then the hotfix in question was kb893066. See if uninstalling that helps. If so, read the thread I refer to below.

Can log in when I disable the Livebox Firewall and can also upload - BUT - more often than not, the files end up at 0 bytes and I have to delete and re-try 1 file at a time.
When I have uploaded and tested the site - all seems to be well the a couple of hours later, the files have either returned to 0 bytes or have dissapeared altogether.
Is there a real answer to this? I've tried disabling both the livebox firewall and windows firewall but I still can't gain access to my pages.
Is there something I'm missing, or is it not really possible?

The work around in this thread has saved me a great deal of time and frustration. I had forgotten that the livebox was installed since my last site update about a month ago.
It would be good to know how to custom configure the livebox to allow ftp access but I think I'll just plug in the old router from now on as the VOIP was the only reason for a livebox and that is unreliable.
DON'T FORGET to re-enable your Windows Firewall after you have clossed your FTP software!

Hello every one not sure how to use this system yet hope i get it right.
With regards to switching off the fire wall in windows it would be safer
to set the window firewall to allow FTP as follows.
GOTO your Control Panel , Then select Windows Firewall , Then select Exceptions,
The at the bottom of the fram Select Add Port. Enter 21 , this is the FDP defult port.
OK and exit. this will then allow the Windows Firewall to be left on.
