Technically unless the FTR set for your line is 1.5 meg or higher then there's nothing wrong with your line. When a line is working BT will only investigate speed problems when the sync rate falls outside a certain level. The level is determined during the first 10 days and is mainly set be the lowest sync rate obtained during that time.
