How it should work is if you're keeping the same number call Orange a week before the move, if it's a new number you need to call them once it's been up and running for 48 hours so it can be arranged.
There's a specific department for dealing with it who take the details and make sure things go through correctly.
Depends on what the landlord decides really but if you move within the same area usually you can just tell BT/other phone provider you want to keep the number and they activate it onto the new line, giving the old line a new number if a new tennant/occupier moves in. I'm sure there'll be some people on here who've gone through the process and can give more details.
