Part of the problem is the arranging 2 engineers to be at the exchange to do the work, 1 to remove your current LLU'd line (same the other way around too or when moving from one LLU line to another) and then put connect up the new system, keeping the actual changeover period as short as they can.
When it's all IPStream all thats needed is a few system entrys changing to show the right ISP is now the operator of that broadband line, along with confirmation to the ISP's at each end and stuff.
